What are the three types of parking in the Village of Ossining?

  • Muni Parking
  • Train Station/ Commuter Parking
    • You must have a permit to park at the Ossining Train Station.  If you do not currently have one of these permits, you will be added to the “Wait List”.
    • Each October, existing Train Station/ Commuter permit holders will receive an email letting them know they are eligible to purchase their permit for the next year.
    • Each December, applicants on the wait list will be allowed to purchase any remaining permits.  Individual will be notified by email that they are now eligible to purchase.
    • Each permit is allowed to have (3) vehicles assigned to it BUT only (1) car can be parked at the Train Station at any time.
  • On-Street/ Hardship/ Overnight Parking
    • No parking is allowed on any street in the Village between the hours of 3:00 AM – 6:00AM, 7 days per week, except for in the following situation:
      • A permit can be purchased for those who have no place to park at their property (example: no driveway or limited space in driveway)
      • Each vehicle requires its own permit. Permits can only be transferred by contacting the Clerk’s Office.
      • Once a permit has been issued, parking is permitted only on assigned streets.  It is a positive system, so the sign must say “Permit Parking Permitted 3:00 AM -6:00 AM” or no one is allowed to park there, even if they have a permit. No overnight parking is allowed in any area/ side of a street where there this signage is not posted.
      • To get approved for a permit, an application must be completed by you and your landlord (the person who owns the property). A permit cannot be issued without complete information and documentation. This detailed application will only have to be completed once as long as you live at your current address. If you move to a different place within the Village, you will need to complete an update form to continue using your account.
      • After approval, you will be required to set up an account and pay for the permit.  This is the account you will use to renew your permit yearly as needed.

FAQs for On-Street/ Hardship/ Overnight Parking

  • Who is considered the owner of the property/ landlord?
    • The individual(s), trust or company on the Property Card, maintained by the Town Assessor.
    • For Condos, Co-Ops, Apartment Complex, or Associations, the Property Management Company will be considered the Property Owner for purposes of this program.
  • Who is not considered the owner of the property/ landlord?
    • If you sublet from someone else who is a renter, that person is not the owner of the property or your landlord of purposes of this program.
  • What documents do you need to apply for an On-Street/ Hardship/ Overnight Parking permit?
    • A current and valid Driver’s License
    • A current Vehicle Registration and Vehicle Insurance Card
    • Pictures of the side and front of your vehicle--make sure the front picture shows the license plate clearly.
    • A completed application signed by the property owner/ landlord.
  • How many permits can be purchased?
    • Each household is allowed (1) permit per licensed operator in that household.
  • What if the vehicle is owned and registered to a person other than the applicant for the permit?
    • A notarized letter must accompany the application stating that the owner of the vehicle gives permission to the applicant to drive it.
  • Will the overnight permit stickers continue to be used for On-Street/ Hardship/Overnight Parking?
    • Overnight permit stickers will continue to be used until further notice.
  • Where do you place your overnight permit sticker?
    • The overnight permit sticker must be displayed on the back seat window on the driver’s side of the car, on the small window that does not roll down.  If that window does not exist, it should be placed on the back seat window, but please use caution to ensure that the permit does not get caught in the window when it is raised or lowered.
  • What is the price of an On-Street/ Hardship/ Overnight Parking permit?
    • The price is $90 per vehicle.
  • What are the current fines for parking on the streets of Ossining between 3:00AM -6:00AM?
    • Parking Fines as of June 18, 2026 for On-Street Parking and Improper Area:
      • No Tag Parking Vehicles: $150.00 (when you park in a marked area, with no tag assigned to your vehicle)
      • No Tag Parking Commercial Vehicles (with or without commercial plates): $250.00 (when you park a commercial vehicle in a marked area—commercial vehicles are not eligible for On-Street/ Hardship/ Overnight Parking Permits)
      • No Parking 3:00 A.M. to 6:00 A.M: $50 (the vehicle has a valid tag but is parked in an area where On-Street Parking is not allowed)
  • What is the maximum number of vehicles for which any individual can get an On-Street/ Hardship/ Overnight Parking Permit?
    • Only (1) On-Street/ Hardship/ Overnight Parking Permit will be issued per registered driver in the household. 

What information will be needed to fill out the application for an On-Street/ Hardship/ Overnight Parking Permit?

  • A current and valid Driver’s License
  • A current and valid Vehicle Registration
  • A current and valid Vehicle Insurance Card
  • A notarized letter if the applicant is NOT the same person as on the Vehicle Registration and Insurance Card.
  • Pictures of the front of the vehicle (including license plate) and the driver’s side of the vehicle.

What are the different ways to apply for an On-Street/ Hardship/ Overnight Parking Permit?

  • Presently there are two ways of applying for an overnight on-street parking permit:
    • In Person:
      • All applicants MUST have all the required information printed out and when requesting a temporary permit 
      • The application must be filled out completely and signed by the owner of the property/ landlord.
        • Upon receipt of the $90 per vehicle fee, and confirmation that the application is complete and all required documents have been submitted, , you will receive a temporary permit lasting 30 days while all the submitted information is approved by the Clerk’s Office and Police Department. Payment must be made before a temporary permit will be issued.
      • Applications can be brought into the Clerk’s Office at 16 Croton Avenue Monday – Friday, between 9:00 AM and 4:00 PM.
  • Online:
    • All applicants MUST upload all of the required information for an application to be considered “Complete”. Any applications received without all documentation will be rejected.
    • Applicants will be allowed to pay:
      • Online: $90.00 per permit plus $2.79 (3.1% surcharge)
      • Payment in office: $90.00 per permit (cash or check)
    • Payment must be made before a temporary permit will be issued.
    • Temporary permits can be picked up in the Clerk’s Office or mailed to the address on the application.
    • Upon receipt of the $90 per vehicle fee, and confirmation that the application is complete, the Clerk’s Office will forward the application to the Landlord for signature by email.
    • Upon receipt and confirmation of the landlord authorization and signature, a temporary permit will be issued.

When should I apply for a renewal of my On-Street/ Hardship/ Overnight Parking Permit?

  • You should apply within the first few days of the month your permit will expire.  For the rest of the year (2026), we will be issuing temporary permits for one month while your application is being reviewed, though this may be changing in 2027
  • Waiting until the last few days may result in your old permit expiring before a temporary permit can be issued, meaning you will not being able to park on the street legally. Please plan to apply for a renewal a month in advance of your permit expiration date whenever possible.

What if I only need to park on the street for a few nights, and not all year?

  • You are allowed to park, without an On-Street/ Hardship/ Overnight Parking Permit, up to (5) nights every (6) months. However, please note the following:
    • You may only park in areas where On-Street/ Hardship/ Overnight Permit Parking is allowed (which means, there must be a sign there that says “Tag Parking 3:00 AM to 6:00AM in order to park there).
    • Once you are parked, call (914) 941-PARK, leaving your license plate number, and the make/model/ color of your vehicle, and on what street you will be parking overnight.

How does the On-Street/ Hardship/ Overnight Parking system work?

  • On-Street/ Hardship/ Overnight Parking is a positive system: you may only park if there is a sign on the side of the street where you are parking that says “Permit Parking Permitted 3:00 AM – 6:00 AM.” If you do not see that sign, you may not park there overnight, even if you have a permit.
  • There are maps of what streets allow On-Street/ Hardship/ Overnight parking with a permit. You can also purchase a Muni Permit to use the municipal parking lots throughout the Village.     • The legend for overnight parking is:
      • RED one side overnight parking
      • Green both side overnight parking (very limited)
      • Yellow alternate side overnight parking

How long can I park my vehicle on the street/in a municipal lot without moving it?

Section 250-23.14 of the Village of Ossining states:

  • No person shall cause any vehicle to be an abandoned vehicle in the Village of Ossining.  A motor vehicle shall be deemed to be an abandoned vehicle if left unattended:
    • With no number plates affixed thereto, for more than six hours on any highway or other public place.
    • For more than 24 hours on any highway or other public place, except a portion of a highway or public place on which parking is legally permitted.
    • For more than 48 hours, after the parking of such vehicle shall have become illegal, if left on a portion of a highway or public place on which parking is legally permitted.
    • For more than 96 hours on the property of another if left without permission of the owner.
